Dear colleagues, partners and friends!
I welcome all participants of the congress of the Association of Armament and Military Equipment Manufacturers of Ukraine.
I am glad to see everyone once again in our interaction and joint work.
Today, our state is experiencing one of the most difficult periods in its recent history, so time requires us to make decisions and take appropriate practical actions.
Our Association unites 130 private enterprises of the defense industry, which in extremely difficult war conditions continue their activities in the development of new and modernization of existing models of munitions. Which in a short time have mastered the repair of more than 30 foreign models of munitions. Behind each product are engineers, designers, workers, scientists and military specialists who work every day for the victory of Ukraine.
Therefore, today we must openly talk about the problems that require immediate resolution. We are talking about improving the mechanisms of state procurement, ensuring transparent and understandable rules of interaction between the state and manufacturers, developing export potential, attracting investments, supporting innovative developments, and creating conditions for the long-term development of the Ukrainian defense-industrial complex. I am convinced that the private defense sector, as an example for all state and private institutions, should act as a single system, united by a common goal to strengthen Ukraine’s defense capabilities and ensure the technological superiority of our Defense Forces. Today, when changes are taking place in the military leadership of the state, we must become a platform for professional discussion, and most importantly, we need to become their reliable partner in shaping modern defense-industrial policy. Since the last congress, the Association has carried out powerful work, namely: Participated in 19 international events for the signing of Memorandums, trade missions, exhibitions and conferences; Organized more than 20 meetings with state Customers and representatives of central executive bodies to solve urgent problems and current tasks; Organized and practically conducted more than 20 educational and informational events to increase the capabilities of the Association members; And most importantly, the Association provided daily support to all members.

You all understand the difficult conditions in which the Association worked when the Minister of Defense of Ukraine changed three times in a year, the Ministry of Strategy was reduced,
the procedure for booking and obtaining criticality of enterprises changed every six months.
But I am convinced that only through open dialogue, the creation of a system of mutual trust and shared responsibility will we be able to build the proper conditions for the existence and development of the private defense sector of Ukraine. Only the clear and purposeful work of the Association will allow us to “HEARD US”, and therefore solve our problems, and unfortunately they are increasing every year. It is time for us to resolutely declare ourselves and ensure safe and purposeful work, today for many manufacturers bureaucratic barriers, biased attitudes of individual officials, structures and groundless creation of obstacles in the work of enterprises are no less painful than missile attacks. Therefore, Dear colleagues, I wish all participants of the congress fruitful work, constructive decisions and the creation of new opportunities, not to mention the development, the constant issue of the existence of the Ukrainian private defense industry. It is time to unite our efforts to increase the defense capability of the state, as a guarantee of Ukraine’s undisputed Victory in the war.
