The Ministry of Strategic Industries of Ukraine has announced an important bill in the field of defense industry complex reform

The Ministry of Strategic Industries of Ukraine has published for public discussion the bill “On the development and production of weapons, military and special equipment.”

It is noted that the draft document is designed to create conditions for the formation and effective implementation of state policy in the field of development and production of weapons, military and special equipment.

The Ministry of Strategic Industries emphasizes that the adoption of this document will be a guarantee of the implementation of the institutional component of the reform of the defense industry. In particular, it is planned to regulate legal and economic relations in the field of development and production of armaments and military equipment, to determine the legal regime of products, as well as to regulate the powers of central executive bodies and other entities.

According to the bill, an institute of Commissioners for the development of armaments, military and special equipment will be established in Ukraine.

The need for legislative regulation of the peculiarities of activity in the field of development and production of armaments, military and special equipment is determined by the decision of the National Security and Defense Council of Ukraine dated 18.02.2020 “On the main indicators of the state defense order for 2020 and 2021, 2022”. № 59/2020.

It should be noted that in 2017 the bill “On the creation and production of weapons, military and special equipment” was submitted to the Verkhovna Rada (Ukrainian Parliament), but in August 2019 it was withdrawn for revision.
