The President of Ukraine Volodymyr Zelenskyi initiated a bill to increase the number of the Armed Forces by 11,000 servicemen to ensure the functioning Territorial Defense Force, as well as the further development of the resistance system. The relevant bill № 5557 “On Amendments to Article 1 of the Law of Ukraine” On the Number of the Armed Forces of Ukraine “to increase the number of the Armed Forces of Ukraine in connection with the adoption of the Law “On the Foundations of National Resistance” № 5558 was published on the Verkhovna Rada (Ukrainian Parliament) website on Tuesday, 25 May – this was reported by zn.ua.

“The bill proposes to increase the number of the Armed Forces of Ukraine by 11,000 servicemen at the legislative level to ensure the functioning of a certain type of forces of the Armed Forces of Ukraine – the Territorial Defense Forces, as well as further development of the resistance system,” the explanatory note reads.

Thus, in accordance with paragraph 22 of the first part of Article 85 of the Constitution of Ukraine, the President proposed to approve the number of the Armed Forces of Ukraine in the amount not exceeding 261 thousand people, including 215 thousand servicemen.

According to the bill, in a special period the number of the Armed Forces of Ukraine increases by the number of personnel called up for military service to implement the decrees of the President of Ukraine on mobilization, approved by the laws of Ukraine.

The current version approved the regulations on the number of the Armed Forces of Ukraine in the amount not exceeding 250 thousand people, including 204 thousand servicemen.

If adopted by the Verkhovna Rada, the law shall enter into force on the day following the day of its publication.

The division of positions presupposes that the Commander-in-Chief of the Armed Forces exercises command of the army, and the General Staff ensures its work, is responsible for the development, training, staffing and support of the Armed Forces.

Now Khomchak has become the Commander-in-Chief of the Armed Forces of Ukraine, and his former Deputy Serhiy Korniychuk has been appointed Chief of the General Staff.

The new command of the Joint Forces of the Armed Forces of Ukraine was headed by Serhiy Nayev, who in 2018-2019 led the Joint Forces operation in Donbas.
