Association of Ukrainian Defense Manufacturers Addressed an Open Letter to NABU


Association of Ukrainian Defense Manufacturers addressed an open letter to the National Anti-Corruption Bureau of Ukraine in connection with the events that unfold around the indictment to the Deputy Minister of Defense of Ukraine, Lieutenant-General Ihor Pavlovskyi.

It is noted in the Appeal that during the active cooperation of the Association with all state security agencies and joint solution of problematic issues with the provision of latest (modernized) and repaired military equipment, the representatives of the Association once again were convinced of the role and place of each official in the process of adoption or execution management decisions to fulfil a defense order.

Thus, the completion of the execution of the defense order in the current 2017 and the implementation of the measures for planning the State Defense Order of the Ministry of Defense for 2018 will involve the elaboration of significant amounts of reporting and planning documents, the need for management decisions to determine the main priorities in providing the Armed Forces of Ukraine with armaments, which, in its turn, relies on responsible officials, the key role of which the Chief of the General Staff of the Armed Forces of Ukraine – Commander-in-chief of the Armed Forces of Ukraine, General of the Army Viktor Muzhenko and Deputy Minister of Defense of Ukraine, Lieutenant-General Ihor Pavlovskyi play.

In addition, the Appeal states that today the responsible and important moment is the timely amending to the State Defense Order for the current 2017 by December 10, 2017.

Also, the representatives of the Association particularly drew the attention of the Head of the NABU to the fact that a new director of the Department of military-technical policy and development of armaments and military equipment of the Ministry of Defense of Ukraine (hereinafter – the “Department”) has been appointed by the end of this year. However, despite the high professional qualities of the officer, the position of the Head of the Department with a complex and specific function, which in particular is responsible for the formation of military-technical policy, requires a certain period of formation.

“In view of the above, we note that displacement of the Head of the technical support of the Armed Forces of Ukraine puts at threat the execution of the State Defense Order for 2017 and planning for 2018.

Also, we believe that suspending from the duty Lieutenant-General Ihor Pavlovskyi, who is responsible for making strategic and important decisions, should have very serious reasons,” the letter of the Association summarized.
