The Association of Ukrainian Defense Manufacturers DENIES the spread false information about the results of the implementation of the R&D, the code “DZVIN-AS”, and appeals to the journalistic community to verify the accuracy of information before disseminating it.
As of today, due to inaction or as a result of destructive and unprofessional actions of certain officials of the Ministry of Defense of Ukraine during 2020, the press deliberately launched a campaign against the leaders of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, as well as against implementation of results of R&D, the code “DZVIN-AS”.
The data of the publications, in particular, demonstrates a deliberate attempt to discredit the system-forming work on the creation of the Unified automated control system for the Armed Forces of Ukraine.
Thus, copies of official documents of the Ministry of Defense of Ukraine were published in the mass media (online publications): order of the Minister of Defense of Ukraine, report on his name, audit report dated 14.12.2020 №234/6/40/6/35.
On March 18, 2021, an article was published on the official website of the Ministry of Defense of Ukraine, in which the Ministry of Defense of Ukraine responded to existing publications on various Internet sites (initial article on bihus.info and its reprints (reposts)). By publishing this article, the Ministry of Defense of Ukraine confirmed the existence of such an audit report and further disseminated false and distorted information based on the audit report, which has signs of official forgery, regarding R&D, Dzvin-AS code, and its main executor.
On the basis of the mentioned audit report, the authors of the published materials state that the code “Dzvin-AS”, an automated control system, allegedly developed within the framework of the R&D, and that the funds allocated for its development are allegedly embezzled.
Regarding the content of the audit report, we draw your attention to the following.
This audit report is biased and does not correspond to the audit’s aim. The Commission conducted an internal audit of the Department for Automation Development of the Office of the Commander-in-Chief of the Armed Forces of Ukraine for the period 01.01.2016 to 01.12.2020. Subject and topic of the audit (according to its content): implementation by the Department of Development and Automation of the Office of the Commander-in-Chief of the Armed Forces of Ukraine of scientific support during the implementation of the Dzvin-AS.
The members of the audit team did not have access to the materials developed during the implementation of the R&D (documentation, software, etc.), and upon their receipt they did not apply to the Executor of the R&D – EVEREST LIMITED LLC.
The Executor did not receive any letters regarding the admission of the audit team’s representatives to the territory of EVEREST LIMITED LLC for the purpose of conducting the audit.
The main thing in the conclusions of the report was to conduct an audit of the activities of General Staff Automatization Development Department of the Armed Forces of Ukraine to support the implementation of R&D, the code “DZVIN-AS”, and not the assessment and revision of Ministry of Defense of Ukraine, Central Research Centre and consumer R&D decisions, and even more so, not the functionality of R&D, which were not in the competence field of the servicemen involved in the audit, as can be seen from the content of the act. According to report, the internal audit involved “experts” – 3 representatives of the military unit A2724, a representative of the Scientific Center of Military Institute of Telecommunications and Information Technologies and a representative of the Department of Information Technology. The question arises – according to which documents these persons are “experts”, which experience they have in matters covered by the audit, and whether there is a conflict of interest (as you know, representatives of military unit A2724 are the developers of the system “Delta”, which they themselves consider competitive and oppose to the ACS, developed by the R&D, the code “Dzvin-AS”, which is explicitly reported in the video posted on the resource bihus.info).
That is, the members of the audit committee, without fully examining either the main documents or the prototypes themselves (hardware and software), presented in the report conclusions made solely on the basis of inaccurate information obtained from unknown sources.
Thus, the audit report provides distorted and inappropriate information, there is a deliberate distortion of information, which may have signs of official negligence or even official forgery.
We emphasize that the distortion of the real situation and the results of the implementation of the R&D was committed in order to mislead the leaders of the Ministry of Defense of Ukraine, and the actions of the commission members show signs of illegal acts that fall under a number of articles of the Criminal Code of Ukraine and lead to undermining of the defense capabilities of the army under the pretext of the next inspection and audit of works.
During the implementation of the state contract for the implementation of the R&D and subsequently, the executing company did not hide any information about the progress and procedure of the implementation of the R&D, the previous stages of which were accepted without comments. It was due to improper fulfillment by the customer of the obligations under the state contract that EVEREST LIMITED LLC was forced to apply to the Commercial Court of Kyiv, which opened proceedings in the case №910/19348/20.
